Rolling Road Widening Project Information Meeting – The Virginia Department of Transportation (VDOT) will host a meeting 6:30 – 8-30 PM, 30 November in the cafeteria at Rolling Valley Elementary School. They have spent considerable time, effort and money studying our requests and those from other subdivisions in the project sector: 1) to bury the overhead utility lines as part of the project; 2) to not add additional storm water volume to our overtaxed storm water drainage (SWD) system and, 3) to consider noise barriers as needed along the project length. Here are their Reader’s Digest answers:


1) Utility cables will remain overhead as they are now. If the utility cables would go underground they would be outside (house side) the underground storm water containers. Some homeowners along Rolling Road would have access boxes the size of small school buses buried in their yards with manhole covers for each utility within 10’ of your home. And, county does not have nor expect to have the estimated additional $9.5 million it would take to put them underground.

2) Even without adding in that $9.5 million, the project as it now stands is $12.0 million short due to rising costs and expected higher costs for property acquisition. The planners seem confident the needed $12.0 million will be found and the project will proceed. We were here before; remember?

3) The plan to use the golf course pond as a storm water holding pond is no longer a possibility because VDOT will not put itself in the position of depending upon private property for storm water management. Now the only viable option is to use more water catchment containers under the roadbed, sidewalks and easements to allow a more regulated flow of water from the road bed into our SWD system. You probably know that our current SWD system is often inadequate during heavy rains; water catchment basins are supposed to regulate the roadbed runoff and flow.

4) The projected noise requires VDOT to propose noise barriers in our sector of the project on the east side of the road bed from 6809 Rolling Road north to the Rolling & Greeley intersection and one on the east side from that Rolling & Greeley intersection south to 6702 Rolling Road. These are the roadsides where other associations’ homes back to Rolling Road. There are others, but above or below us along the road bed. Noise barriers will only be built if those nearby (those impacted & benefited) vote for them. Our homes, even though impacted will not vote because we aren’t benefited. We should hear the final design plan at an expected Public Hearing in January 2018.


We learned that Phase I which includes adding a second left turn lane from northbound (NB) Rolling Road onto WB Old Keene Mill Road and adding a dedicated right turn lane from NB Rolling Road onto EB Old Keene Mill Road will again be delayed until spring of 2019. The actual widening project PH II will commence in 2022 and end in 2024. Right of way property acquisition will take place in 2020, but can begin soon after their final design plan is briefed to the public.


PH II will widen Rolling Road to 4 lanes, 2 northbound (NB), 2 southbound (SB), with left turn lanes and a raised median. All homeowners and civic associations along the project sector have asked them to stop long enough after completing Phase I to conduct another traffic count and survey to confirm the need to widen the roadbed from Old Keene Mill Road south to Hunter Village Drive. The project has political favor based on regional demands and I doubt they’ll conduct any more traffic surveys or counts.


This is the beginning of what may become a very difficult time in our village. There will be no more left turns out of or into Ashford Court, Glover Court, Taft Circle and Rivington Road. Left turns out of Winter Forest will still be doable, but even more death defying than now. Most homes along Rolling Road will lose at least 7 ½ feet of your front yard. The curb will move at least back to just inside the current sidewalk and possibly more depending on their final design. Temporary construction easements will take even more of Rolling Road front yards during the two year construction phase and permanent easement widths will depend on the water catchment systems. Right now, Virginia owns that area from curb to house side of the sidewalk. That utilities easement will be at least the same curb to sidewalk, but possibly more based on final design and sidewalks/multi-modal paths. Suggest you hear it first hand at the 30 November meeting and when they brief the final design scheduled for January 2018.
